A good article: a tweaked policy suggestin

It seems to make sense to require authors of papers involving software centrally to do *one* of: A) open-source the software, B) agree to provide and maintain the software for a certain period of time. Requiring A is unfair to commercial enterprises; requiring B is unfair to individuals who may have made an important discovery but don't have time or economic resources to host/maintain software.
