I think using Digg or del.icio.us is interesting, but other more focused services already exist eg. CiteULike. I think better integration with CiteULike would be a good first step.
A next step would be to link ratings into an OpenSocial ( http://en.wikipedia.org/w... ) app. This way one can both have global ratings and ratings inside ones social network (ie. people one trusts).
